This is governed by the checkbox on the TeamTask form "Send task Information to Owners?" If the box is not checked, no e-mail is sent to the assignee. The default behavior of this checkbox (checked or unchecked) can be set on the Project Overview document, on the Setup tab by checking the box next to "Send Task Message by Default?" If desired, this box can be checked on the Project Overview document on a Project template to set it for all projects created from that template.
