1. Replicas of the forms routing and the SQL posting folder may have been created on other servers within the organization. They should be removed.
2. This can also occur if the user under which the routing or posting script were saved does not have full Event Scripting permission and the computer hosting the Event Service is part of a multi-site topology. To fix this problem, change the default permissions on the EventConfig_<server> folder.
