Under “Initialize and script ActiveX controls not marked as safe” select enable or prompt.  If you select prompt you will receive a message (“Some software (ActiveX controls) on this page might be unsafe.  It is recommended that you not run it.  Do you want to allow to it to run?”) every time you access this page.

The security settings need to be changed.  In Internet Explorer select Tools > Internet Options > Security > Local Intranet > Custom Level
